Note about having players with different custom taunts: Another conclusion is that taunts may be modified/added to the folder at any point without needing to restart the game. Conclusion is that custom taunts normally don't cause OOS in this setup, still not sure what is happening to the treaty folks. I also tried altering the taunts mid-game and even this didn't seem to cause any issues either. During the game we tried using various taunts, including those I had modified only for myself. The game was an OBS game and lasted 25 minutes, during which no OOS happened. We have played a four-player game on EP in which one player had no custom taunts, two had this custom pack, and finally I had my own altered version including new taunts and modified taunts.
